Tuition waiver and surcharges

Over the last five years, I've taken several classes using the tuition waiver for employees. This is the first semester I've taken a course in one of the units that has a tuition surcharge (in this case, CEM). When I paid my fees last week, I noticed that the waiver did not include the tuition surcharge. Why isn't this included as part of the waiver? The language on the benefits page says "Course fees other than tuition, such as lab, supply or technology fees, student activity or health center fees, and books, etc., are not covered by the tuition waiver and are the student’s responsibility." However, the tuition surcharge is literally just extra tuition charged for those units.
