Road painting hits short weather windows

While I realize there is probably no perfect time to paint stripes on busy roads,
is there a reason it was being done right at 5 p.m. on multiple days? It was especially
hard to navigate when they were painting right near Eielson and the Eielson Gold Lot
entrance.
