Parking in lower Bunnell lot

Why is the lower Bunnell Building gold area parking lot so empty but the pay-parking
area keeps shrinking?
The pay area is always full and now that it is winter there is a giant pile of snow
making it even smaller but last summer, spaces were taken away. The gold lot in this
area always has many open spaces but if you park with your bumper over the invisible
line between the pay lot and gold lot, you get a $65 ticket.
