Merit-based raises?

For the last 12 or so months we have been told that merit based raises were not possible
due to the Compensation Review being performed across the University. Now that the
review has finished, are merit bases raises being processed?
Also, I know the FY20 budget is up in the air right now but is there a plan for a
COLA salary increase?
