Loud noise from load banks

What are the large power storage load banks located at the Center for Power and Energy near the bike and walking path bridge over the railroad tracks near West Valley High School and the community garden and why are they now all of a sudden making a lot of noise? These structures have been there for a couple of years and have been silent. Now they are producing so much noise that is significantly louder than our much larger power plant, and you can hear them running from at least a quarter mile away. The noise is disturbing to our usually peaceful campus environment and is especially disturbing to hear from the garden that should otherwise be a place of quiet nature. Do these have to be running and making so much noise?
