Improved e-form and workflow solution request

Do we have anything like https://www.frevvo.com/web-forms-and-workflow that is available?
Docusign is OK, but unless you initiated the form or you've been given access to by
the initial user, you can't kick it back to a previous level for correction; instead,
you can only decline to sign. This is something we constantly have to do for documents
that were sent to our departmental Docusign for our dean's signature and it generates
a lot of confusion and ill will with students and faculty alike. Powerforms kind of
help, but they still aren't ideal for our purposes because I can't kick it back to
the first user and ask them to correct info if anyone has already signed it. I'd like
to be able to tell the student I need more info, then have the workflow reset for
everyone to review and sign a second time.
On top of that, students don't have access to full Docusign accounts so they can't
initiate more than three forms before they need to buy their own subscription or ask
their advisor/coordinator to initiate it for them. Every student we deal with has
an average of six forms that they need to get signed (sometimes far more than that),
so this is clearly problematic.
