Faculty Senate undergraduate committees

Why is there not one faculty senate committee that has full oversight over undergraduate curriculum and policies? I asked who I should take an issue to and got the, "well it depends . . . " answer. Seeing how there are three committees that oversee curriculum, why doesn't SADA and GERC become subcommittees of CAC? With three committees (SADA, CRC, GERC) reviewing and approving curriculum it seems that standards and polices could not possibly be applied consistently. It seems like a very inefficient process.
