Concerns with the metrics to be used by the Administrative Review Committees

I'm concerned with the metrics planning to be used by the Administrative Review Committees. How are staff units being measured on the quality of their work? Everyone has a different perception of quality. A scale of evaluation has not been distributed prior. Please explain this metric. How can staff be reassured that these rushed reviews are objective and equal?
