Concerns about Staff Recognition and Development Day

Many of us have voiced our concerns over the years about how Staff Appreciation Day is run. I recently heard that this committee is not under the oversight of Staff Council. Who oversees the committee and how are members appointed to it? Additionally, what is the chancellor's stance on Staff Appreciation Day and when does he plan on addressing the decreasing staff morale on campus?
