[9/4/08] The University of Alaska Coastal Marine Institute (CMI), established by a cooperative agreement among the University of Alaska, the State of Alaska and the Minerals Management Service is pleased to announce a funding opportunity for Federal Fiscal Year 2009. The purpose of CMI is to provide matching MMS funding for research in Alaska on coastal, marine and human environmental issues pertaining to offshore mineral exploration and extraction. Up to $750,000 per year is available. Regions of interest include the Beaufort Sea, Chukchi Sea, or North Aleutian Basin as well as laboratory and other studies informing MMS management of Alaska's offshore oil and gas efforts. [9/4/08] The Statewide Office of Cost Analysis is pleased to offer a training session about Program Codes and how they are used in research and academic units. This is important for both restricted and unrestricted funds. This training session would be useful for fiscal personnel from the departments/units, as well as grants & contract personnel and financial services personnel.

[8/12/08] The new budget spreadsheet is finalized and will be required for use on all proposal budgets starting September 2, 2008. The budget spreadsheet can be found attached to this e-mail and at the following

Some key points are summarized below:

Salaries
Yearly salary inflations were previously 4.5% for the entire 'senior personnel' section and 3% for the 'other personnel' section. Yearly inflations are now determined by the specific e-class selected.
-4.5% yearly inflation for union faculty (F9 and A9) -3% yearly inflation for all other faculty and staff -0% yearly inflation for students

Travel
Yearly travel inflations are now determined by the specific type of travel selected.
-10% yearly inflation for airfare, car rental, and taxi -0% yearly inflation for meals, lodging, and mileage -The per diem worksheets have been updated to reflect FY09 rates

Tuition
-There is no yearly tuition increase built into the budget spreadsheet. Continue budgeting yearly tuition escalations at the rate of 5-10%.

Benefits and F&A
-The fringe benefit and F&A rates are pulled from the gray tab, "Benefits and F&A - DO NOT DELETE." When new rates are released, OSP will update the spreadsheet and upload to the OSP Web site. Also, you can change the rates by changing the numbers on this worksheet; this will update all the fringe and F&A rates on all the individual budget spreadsheets (MTDC, TDC, NIH, etc.)

 

[8/11/08] The revised Staff Benefit table for FY09 has been posted to the HR Procedures Reference page. 

The only change that was made was to remove the following message: "**These rates have NOT been approved by ONR1 and are subject to change. These rates should not be used on external proposals until the rates are fully negotiated with ONR.  These rates are only to be used for internal budgeting.**"  Although the provisional rates are subject to change until we have fixed with carryforward rates, the provisional rates may be used for both internal and external purposes.

[8/7/08] The National Science Foundation (NSF) announced on July 29, 2008, that it is now accepting applications for its Graduate Research Fellowship Program (GRFP). The purpose of this program is to ensure the vitality of the scientific and technological workforce in the United States and to reinforce its diversity. The program recognizes and supports outstanding graduate students in the relevant science, technology, engineering, and mathematics (STEM) disciplines who are pursuing research-based master’s and doctoral degrees. GRFPs are intended for individuals in the early stages of their graduate study. All applicants are expected to have adequate preparation to begin graduate level study and research by Summer or Fall of 2009. In most cases, this will be demonstrated by a bachelor's degree earned prior to Fall 2009. Applicants may pursue graduate study at an institution in the United States or affiliate with a foreign institution that grants a graduate degree. Prospective Fellows are responsible for all logistical arrangements required for affiliation with the foreign institution including living arrangements and securing any necessary passports or visas.
NSF expects to award 900-1,600 Graduate Research Fellowships under this program solicitation pending availability of funds. All awards will be for a maximum of 3 years usable over a 5-year period. The anticipated award date is late March 2009. The National Science Foundation (NSF): Geoscience Education (GEOED)
Description: Track 2 proposals should describe a plan to integrate geoscience research and education activities into existing Louis Stokes Alliances for Minority Participation (LSAMP), Alliances for Graduate Education and the Professoriate (AGEP), and/or Centers of Research Excellence in Science and Technology (CREST) projects.
Applicant details: UAF may submit one "track 2" proposal. There is no limit on "track 1" proposals.

The National Science Foundation (NSF): Research Experiences for Teachers in Engineering (RET)
Description: The Directorate for Engineering (ENG),  Research Experiences for Teachers (RET) in Engineering program supports the active involvement of K-12 teachers and community college faculty in engineering research in order to bring knowledge of engineering and technological innovation into their classrooms. The goal is to help build long-term collaborative partnerships between K-12 science, technology, engineering, and mathematics (STEM) teachers, community college faculty, and the NSF university research community by involving the teachers in engineering  research and helping them translate their research experiences and new knowledge of engineering  into classroom activities.  Partnerships with inner city schools or other high need schools are especially encouraged, as is participation by underrepresented minorities, women, and persons with disabilities. This announcement features two mechanisms for support of in-service and pre-service K-12 teachers and/or community college faculty: RET supplements to ongoing ENG awards and new RET Site awards. RET supplements  may be included in proposals for new or renewed NSF Directorate for Engineering (ENG) grants or as supplements to ongoing NSF ENG funded projects. RET Sites are based on independent proposals from engineering departments, schools or colleges to initiate and conduct research participation projects for a number of K-12 teachers and/or community college faculty.

The W.M. Keck Foundation
Description: Following the ideals of their founder, the W. M. Keck Foundation's objective is to support outstanding science, engineering and medical research, undergraduate education, and, in Southern California, community service projects that will have a significant impact in solving complex issues and problems. The Foundation strives to fund endeavors that are distinctive and novel in their approach. It encourages projects that are high-risk with the potential for transformative impact. "High-risk" comprises a number of factors, including questions that push the edge of the field, present unconventional approaches to intransient problems, or challenge the prevailing paradigm. "Transformative" may mean creation of a new field of research, development of new instrumentation enabling observations not previously possible, or discovery of knowledge that challenges prevailing perspectives.

[8/6/08] Please note GSA upcoming changes to per diem.

The Notice of Per Diem Bulletin 09-01, which announces the FY09 CONUS per diem rates, will be published in the Federal Register on August 8, 2008. 

The link to the bulletin, the FY09 per diem rates, and the Excel downloadable file will all be posted on to www.gsa.gov/perdiem also on August 8.  Between August 8 and the beginning of next fiscal year, to view the FY09 rates, you will have to scroll down to 2009.  On October 1, 2008, 2009 will become the default.

[6/24/08] Provisional FY09 rates have been negotiated with ONR, so UA is now authorized to use the rates externally and internally for daily transactions and on grant proposals and awards.  Please note that these are provisional rates and are subject to change until UA receives a fully negotiated fixed with carry-forward rate agreement for FY09, however, we do anticipate any changes.  The provisional rate agreement will soon be posted to the Cost Analysis website at: http://www.alaska.edu/controller/cost-analysis/negotiated_agreements.html.

 

[6/9/08] The UAF Graduate School has released the new graduate student health insurance rates for the 2008/2009 academic year (August 25, 2008 - August 24, 2009). For proposal budgeting purposes, increase health insurance rates by 7% in subsequent years.

[6/3/08] The Advanced Instrumentation Laboratory (AIL), University of Alaska Fairbanks, is pleased to announce its "Project Seed Grants" program.  The program is designed to provide researchers from all fields the opportunity to use AIL instrumentation for obtaining "just that bit of data that it will take to make a proposal feasible" or to develop and/or establish an analytical technique that is not currently available at AIL.  Details about the program and AIL are available at http://www.uaf.edu/ail/links.html.  There is no deadline for proposals. Currently scheduled review dates are September 1, 2008 and January 19, 2009.

 

[6/3/08] The Office of Research Integrity is organizing a Responsible Conduct in Research (RCR) Workshop for August 27, 2008. This workshop will be held at UAF and is _*FREE*_ for all interested staff who support research activities.  The workshop will be in two parts: a general overview of RCR topics (open to everyone), followed by breakout discussion groups on specific RCR topics (intended primarily for researchers).

Please take a couple of minutes to complete the RCR Interest Survey (available at http://www.uaf.edu/ori/) so ORI knows what topics you are most interested in learning about.  You are invited to provide a brief synopsis or case study of an ethical dilemma you or someone you know has faced, but it is not required.  You do not need to provide any identifying information in the case study, but if you do we will remove it prior to distributing the case for discussion.  If you truly want to remain anonymous, you may submit the case study by fax (474-5638) or mail (Office of Research Integrity, Box 757270, Fairbanks, AK 99775).

ORI will be sending out an invitation to register for the workshop (probably in the next few weeks) so please keep an eye on your email this summer.

National Institutes of Health (NIH): NCRR Science Education Partnership Award (SEPA)
Description: The National Center for Research Resources (NCRR) invites applications for Science Education Partnership Awards (SEPA) program whose goals are to foster the development of novel programs to improve K-12 and the general public's understanding of the clinical trial process as well as the health science advances stemming from National Institutes of Health (NIH) funded clinical and basic research. The SEPA program supports the creation of innovative partnerships between biomedical and clinical researchers and K-12 teachers and schools, museum and science center educators, media experts, and other interested educational organizations. Particular importance will be given to SEPA applications that target K-12 science educational topics that may not be addressed by existing science curricula, community-based or media activities.

National Institutes of Health (NIH): Predoctoral Training at the Interface of the Behavioral and Biomedical Sciences
Description: The National Institute of General Medical Sciences
(NIGMS) will award Ruth L. Kirschstein National Research Service Award (NRSA) Institutional Training Grants (T32) to eligible institutions to support predoctoral research trainees at the behavioral sciences-biomedical sciences interface.  The goal of the program is to develop basic behavioral scientists with rigorous broad-based training in biology and biomedical science, who are available to assume leadership roles related to the Nation's biomedical, behavioral and clinical research needs.  These programs must provide an interdisciplinary research training experience and curriculum for predoctoral trainees that integrates both behavioral and biomedical perspectives, approaches and methodologies.  These training programs must include coursework, laboratory rotations and programmatic activities that reinforce training at this interface.  Significant participation by faculty and leadership from both behavioral and biomedical science departments is required, as is co-mentoring of trainees by faculty from both components.

National Science Foundation (NSF): Information Science Education (ISE)
Description: The ISE program invests in projects that develop and implement informal learning experiences designed to increase interest, engagement, and understanding of science, technology, engineering, and mathematics (STEM) by individuals of all ages and backgrounds, as well as projects that advance knowledge and practice of informal science education. Projects may target either public audiences or professionals whose work directly affects informal STEM learning. ISE projects are expected to demonstrate strategic impact, innovation, and collaboration.

pre-proposals and three proposals total for "Planning Grants" and/or "Conference, Symposia, or Workshop Grants."

National Science Foundation (NSF): Materials Research Science and Engineering Centers (MRSEC)
Description: Supports interdisciplinary materials research and education while addressing fundamental problems in science and engineering.  MRSECs require outstanding research quality and intellectual breadth, provide support for research infrastructure and flexibility in responding to new opportunities, and strongly emphasize the integration of research and education.  These centers foster active collaboration between universities and other sectors, including industry, and they constitute a national network of university-based centers in materials research.  MRSECs address problems of a scope or complexity requiring the advantages of scale and interdisciplinary interaction provided by a center.  A MRSEC may be located at a single institution, or may involve two or more institutions in partnership.

National Science Foundation (NSF): Science, Technology, Engineering, and Mathematics Talent Expansion Program (STEP)
Description: The Science, Technology, Engineering, and Mathematics Talent Expansion Program (STEP) seeks to increase the number of students (U.S. citizens or permanent residents) receiving associate or baccalaureate degrees in established or emerging fields within science, technology, engineering, and mathematics (STEM). Type 1 proposals are solicited that provide for full implementation efforts at academic institutions. Type 2 proposals are solicited that support educational research projects on associate or baccalaureate degree attainment in STEM.

National Science Foundation (NSF) - Biological Research Collections (BRC)
Description: The Biological Research Collections Program provides support for biological collection enhancement, computerization of specimen-related data, research to develop better methods for specimen curation and collection management, and activities such as symposia and workshops to investigate support and management of biological collections.

[3/24/08] The Office of Sponsored Programs has developed a new budget spreadsheet template that all departments will be required to use in the near future. This template will create consistency across campus, make budget reviews across units/departments for collaboration much easier, and will better align with our internal UAF accounting policies and budget categories. Please take a moment to review the budget template. You will notice that there are some similarities to the current budget template as well as some significant changes. OSP will hold an informational session on Wednesday, April 9, to walk you through all the changes as well as hear any suggestions or questions you may have. The new template will not be required until after the informational session and you may continue using the current template until further notice. OSP will incorporate all suggestions from the meeting to the extent possible, so it is very important that we receive your input and participation. Teleconference information will be available closer to the meeting date. If you are unable to attend, please send us your comments and/or suggestions before the April 9 meeting date so that we can properly address them.

[12/19/07] Alaska NASA EPSCoR announces its call for pre-proposals for LOIs. The submission deadline for the pre-proposals is January 10, 2008. Please prepare an LOI according to the RFP instructions and submi to the NASA EPSCoR direct, Neal Brown (nbrown@eagle.ptialaska.net) for review. LOIs are due to NASA by 11:59 p.m. Eastern Standard Time, January 29, 2008. Only 2 LOIs can be submitted.

The LOI requires:
1) the planned research title and summary;
2) the name of the submitting (lead Space Grant) institution;

3) the name, title, mail and e-mail addresses, and telephone number of the jurisdiction’s NASA EPSCoR Director.
• The maximum funding request per proposal is $750,000. This amount is to be expended over a three-year period.

[12/4/07] Alaska EPSCoR (Experimental Program to Stimulate Competitive Research) announces a competition for travel funding.

Two purposes will be funded in this competition: 1) for faculty and graduate students: conference presentations, and 2) for faculty only:
collaboration and exchange.

Each science components has designated amounts available this fiscal year: Biology: $10,000 conference and $5,000 exchange. Social Science: $7,000 conference and $15,000 exchange. Physical Science: $7,000 split between conference and exchange. Because most awards are limited to $1,000 for domestic and $1,500 for international travel, it is possible that your travel expenses will be greater than an EPSCoR travel award. We encourage you to consider this award as a supplement to other sources. Travel funding is available until funds are exhausted.

To be considered, faculty and graduate students will need to be working in an area of research supported by Alaska EPSCoR. Our project is entitled "Resilience and Vulnerability in a Rapidly Changing North: The Integration of Physical, Biological and Social Processes." Information about the project is available on our website, www.alaska.edu/epscor, under "Research Focus Areas-Phase III." See also the project summary noted with this announcement. Applications which clearly show interdisciplinary work around the theme of resilience and vulnerability will be given priority.

[10/18/07] Coast Marine Institute: This is a reminder to all UA faculty that $1M in UA targeted research funding is available through the Coastal Marine Institute/Minerals Management Service. All faculty are invited to apply. Proposals must originate through UA with a UA PI or Co-PI. Match is required but match commitments are not required prior to funding and waivers are possible. Proposals are due November 1, 2007.

Projects should inform public and resource managers involved in decisions about issues relating to offshore oil, gas, renewable energy and other marine minerals. Regions of particular interest for 2007 include the North Aleutian Basin, Beaufort Sea and Chukchi Sea.
Project areas of interest include:

1. Scientific studies for better understanding marine, coastal, or human environments affected or potentially affected by offshore
oil and gas or other mineral exploration and extraction on the outer continental shelf;
2. Modeling studies of environmental, social, economic, or cultural processes related to OCS gas and oil activities in order to improve scientific predictive capabilities;
3. Experimental studies for better understanding of environmental processes or the causes and effects of OCS activities;
4. Projects which design or establish mechanisms or protocols for sharing of data or scientific information regarding marine or coastal resources or human activities to support prudent management of oil and gas and marine mineral resources; and
5. Synthesis studies of scientific environmental or socioeconomic information relevant to the OCS gas and oil program.

[10/5/07] The North Pacific Research Board (NPRB) announces the release of its regular 2008 Request for Proposals (RFP). This RFP is similar in form and content to past NPRB requests for proposals, with research priorities structured around the NPRB Science Plan. Funds are available for a total of $4.0 million. Proposals must be submitted online by November 30, 2007, 4:00 p.m. Alaska Standard Time. The Online Proposal Submission System will be available between November 1-30, 2007. IMPORTANT NOTICE TO PRESIDENTS OF UNIVERSITIES AND COLLEGES AND HEADS OF OTHER NATIONAL SCIENCE FOUNDATION AWARDEE ORGANIZATIONS

Subject: *Transformative Research*

At the 399th meeting(1) of the National Science Board (Board), the Board unanimously approved a motion to enhance support of transformative research at the NSF. Additionally, the Board approved _*a change to the Intellectual Merit Review Criterion*_ specified in Part I of the NSF Proposal & Award Policies & Procedures Guide: the Grant Proposal Guide(2) to specifically include review of the extent to which a proposal also suggests and explores potentially transformative concepts. The full text of the newly revised criterion is as follows:

What is the intellectual merit of the proposed activity?

How important is the proposed activity to advancing knowledge and understanding within its own field or across different fields? How well qualified is the proposer (individual or team) to conduct the project? (If appropriate, the reviewer will comment on the quality of prior work.) To what extent does the proposed activity suggest and explore creative, original, or potentially transformative concepts? How well conceived and organized is the proposed activity? Is there sufficient access to resources?

Effective October 1, 2007, the Grant Proposal Guide, as well as new funding opportunities issued after that date, will incorporate the revised new Intellectual Merit criterion. Necessary changes also will be made to NSF reviewer systems to incorporate the revised language. All proposals received after January 5, 2008, will be reviewed against the newly revised criterion.

The term "transformative research" is being used to describe a range of endeavors which promise extraordinary outcomes, such as: revolutionizing entire disciplines; creating entirely new fields; or disrupting accepted theories and perspectives — in other words, those endeavors which have the potential to change the way we address challenges in science, engineering, and innovation. Supporting more transformative research is of critical importance in the fast-paced, science and technology-intensive world of the 21st Century.

The concept of transformative research is not new to NSF. For example, the results of a recent survey revealed that the majority of respondents (proposers) perceive that NSF already welcomes transformative research, and that NSF was strongly preferred over other funding sources as the place to submit a transformative idea. However, there is always room for improvement.

To make progress in enhancing support for transformative research, NSF will need a positive, open attitude toward experimentation with our processes and programs that allows us the necessary space to discover what will ultimately work best. To implement the emphasis on transformative research, NSF will:

1. Infuse support of potentially transformative research throughout NSF and all of
its programs;
2. Learn how to facilitate potentially transformative research; and
3. Lead the way for the community through creating opportunities for investigators
to submit proposals for potentially transformative research.

While much can be accomplished with implementation of a revised criterion, improved communication and existing award mechanisms, these activities alone are insufficient to fully accomplish the above approach. We are creating an NSF working group to develop the framework and recommend implementation details for a new funding mechanism for "early-concept" research projects, including a mechanism to monitor and track the impact. Learning from small scale pilots and community feedback will be vital in this process NSF will broadly advertise the new funding mechanism to the community once it has been finalized.

 

[9/25/07] For AYK-SSI proposals (The Arctic-Yukon-Kuskokwim Sustainable Salmon Initiative), we will continue to use the State of Alaska F&A rate(25% MTDC for research).

On page 5 of 9 of the AYK-SSI MOU (http://www.aykssi.org/Documents/AYK_MOU_Final.pdf), it states:

"Fiscal responsibility for administration of the $5 million appropriated for this initiative by Congress for federal fiscal year 2002 (Pacific Coastal Salmon Recovery Fund) rests with the State of Alaska. Expenditures of these funds will be in accordance with the fiscal procedures and procurement policies of the State of Alaska. As a signatory to the MOU, State of Alaska agrees, as allowed by law, to expend these funds in accordance with the decisions of the Steering Committee."

Therefore, and as we have been doing since FY04, we will follow our State of Alaska MOU for funding decisions, and use a 25% rate for research for these AYK-SSI proposals.

The full proposals are due October 15, 2007 and were selected by pre-proposals that were submitted in February.

--i. enhance the capabilities of institutions of higher education in eligible states to develop, plan and execute science and engineering research that is competitive under the peer-review systems used for awarding federal research assistance; and

[7/23/07] Pre-announcement - Call for Hosting UArctic's Circumpolar Studies Program Regional Offices

UArctic, a cooperative network of universities, colleges, and other organizations committed to higher education and research in the North, has announced that a formal call for hosting the new Circumpolar Studies Program (BCS) regional offices will be made to member institutions around mid-August 2007.

In June 2007 at its 10th meeting in Arkhangelsk, Russia, the Council of UArctic accepted the establishment of three regional offices supported by the distance delivery of UArctic's BCS within the regions of North America, Russia, and the Nordic-Barents Region. One institution will host the UArctic Dean and Office of Undergraduate Studies; the two other institutions will host the UArctic Associate Deans of Undergraduate Studies.

Institutions who might be interested in filling the role as regional office for distance delivery of UArctic's Circumpolar Studies Program should consider their capacity to take the lead of this very important activity in UArctic. The institutions should demonstrate adherence to UArctic values and goals, preparedness to demonstrate relevant competency and experience in international cooperation, and the ability to deliver distance education at the bachelor's level, as well as be prepared to work with UArctic to secure funding for the activity.
UArctic will encourage all those who have contributed valuable time and resources to BCS to consider serving in this new role. The call, however, will be fully open for institutions that have not participated in the program so far. Such institutions are especially encouraged to look into the study materials of BCS and contact the Dean of Undergraduate Studies and others to make sure they are well prepared for the role and will be able to prepare a good proposal. The function for Russia and the Nordic-Barents Region will be sought to be filled as soon as possible, while a North American lead will only be considered at the end of the term of the current lead (2009).

A formal call for hosting the regional offices can be expected in mid-August 2007 but UArctic encourages member institutions to begin now to take the necessary steps to be able to respond to the call when it comes. The deadline for the forthcoming call is expected to be at the end of August.

[7/3/07] The FY08-FY10 State of Alaska MOU has been amended and now also applies to the EVOS agreement. The amendment streamlines the current agreement and applies the MTDC and F&A rate provisions of the State of Alaska MOU. The rate is still the same 25% for research, but instead of using a Total Direct Cost (TDC) base, EVOS agreements will now use an MTDC base. As before, the EVOS agreement applies to non-competitive awards (sole source and RSA's). The FY08-FY10 State of Alaska MOU term also applies to the EVOS agreement.

[6/29/07] Recent inquiries warrant additional clarification regarding which F&A rates should be used on awards during this time of transition to new F&A rates.

OMB Circular A-21 states that "Federal agencies shall use the negotiated rates for F&A costs in effect at the time of the initial award..." in Section G.7.a. ONR interprets the phrase 'at the time of initial award' to mean the date the University accepts the award. The date we sign the award is our acceptance and initial award date. The FY05-FY07 negotiated rates must be used if the award is signed on or prior to June 30, 2007 even if the project start date begins July 1 or later. If the award is signed on July 1 or later, the proposed rates for FY08-FY10 must be used, noting that budget revisions may be necessary once the proposed rates have been approved by ONR to be provisional or negotiated rates. Most funding agencies will allow the grantee to redirect budget up or down between indirect and direct categories to align with final negotiated rates.

In Banner Finance, the Project Start Date is the effective date of the period of performance for all grants and there is no additional date field that can be used for the date of initial award. Grants/funds with project periods beginning July 1 or later with initial award dates June 30 and prior will appear to use incorrect F&A rates. In order to create an audit trail within the system, use a unique text line in the grant text form to capture the initial award date. On line 995 of the FOATXT form for text type "GRT" key in 'Initial award date: DD-MMM-YYYY' where DD-MMM-YYYY is the date the award was signed for all grants received June 30 and prior and with project start dates of July 1, 2007 or later.

 

[6/25/07] We now have new proposed F&A rates for FY08-FY10. The rates are available at: www.uaf.edu/osp/updates/FA_08-10.doc. Please be aware that these rates are proposed only. They are subject to review and negotiation with the Office of Naval Research (ONR).  The university has requested that these rates also be provisional rates, effective July 1, 2008. However, the provisional rate agreement is estimated to be complete later in July. Please use these rates for applicable awards. Note that billing adjustments are a possibility if these proposed rates differ from provisional rates or the final negotiated rates. For proposals, these rates may be used only if lower than the FY05-FY07 negotiated rates. When provisional rates are established, such provisional rates may be used in proposals. [6/5/07] UAF Office of Sponsored Programs will hold a series of CRA exam review sessions for the CRA exam to be held in Fairbanks in December. The exact date of the Fairbanks exam is yet to be determined, but it will be sometime during the established CRA exam time frame of December 1 - 15. There will be a total of six review sessions to be held twice a month during the months of September, October, and November. Information regarding specific dates, times, and course agenda will be announced as we approach the first session date.

The cost of the CRA exam is $330 and will need to be paid by the employee's department. To sign up to take the exam, the application and payment must be received via mail by October 15, 2007. The application and instructions can be found at the following URL: http://www.ptcny.com/clients/RACC/

To be eligible to take the exam, you must have the following:

1) A Master's degree with a specialization in research administration or sponsored programs; OR
2) A Bachelor's degree plus three (3) years of professional experience in research or sponsored programs administration either in a sponsoring or recipient organization or the equivalent in a self-funded organization; OR
3) An Associates Degree and six (6) years of experience, OR eight (8) years of substantial experience in the sponsored programs/research administration field may be substituted for the Bachelor's degree. A petition for approval will need to be filed for option three.

Letters from two references attesting to your employment in research administration are required. Andrew Parkerson-Gray, Director of OSP, has agreed to provide letters for those who need to petition for approval. If you will need a letter from Andrew, please contact him by August 31, 2007. You will need to include your petition approval letter with your CRA exam application. Therefore, we recommend that you submit your complete petition for approval package (petition and both reference letters) at least one month prior to the CRA exam application deadline of October 15 to allow enough time for approval.
The Research Administrators Certification Council (RACC) says that a petition is reviewed very quickly once all materials are received in their office.

[6/4/07] Office of Naval Research has given UA permission to use the lower _proposed_ FY08 Fringe Benefit and Leave Benefit Rates in proposals. However, rates used in proposals may not exceed the provisional rates, per job group. For example, the adjunct fringe benefit rate may not exceed 9.5% and the classified (NR) leave benefit rate may not exceed 21.0%. Please keep in mind that the proposed FY08 Fringe and Leave Rates are not yet fully negotiated and while we do not anticipate any changes, they may change as we go through the negotiation process. [5/11/07] Sponsored by the National Science Foundation (NSF), a Proposal Writing Workshop will be held August 22-23, 2007 at the University of Alaska Fairbanks. The workshop mainly aims to provide future proposal submitters (in all disciplines funded by NSF) with knowledge and tools to write good proposals, with proposal review experience, and it will enable interactions with NSF program directors and recent NSF awardees. The event is targeted at an EPSCoR state, Alaska. However, the workshop is open to participants from other states as space permits. The registration deadline is June 1, 2007. NSF is providing some participant support for faculty from the University of Alaska Anchorage, University of Alaska Southeast, and University of Alaska rural campuses to attend this workshop. Letters of intent are due to NSF May 16, 2007. An internal competitive review process will determine the project that may submit a letter of intent and full proposal to the funding agency. Anyone interested in this program should submit a UAF pre-proposal following the format for limited submission solicitation pre-proposals (http://www.uaf.edu/osp/policy/Limited_Submission_Process.pdf) to the Office of Sponsored Programs (fyosp@uaf.edu) by May 3, 2007.

Synopsis of Program: This program provides funding to graduate students in NSF-supported science, technology, engineering, and mathematics (STEM) disciplines to acquire additional skills that will broadly prepare them for professional and scientific careers in the 21st century. Through interactions with teachers and students in K-12 schools and with other graduate fellows and faculty from STEM disciplines, graduate students can improve communication, teaching, collaboration, and team building skills while enriching STEM learning and instruction in K-12 schools. Through this experience, graduate students can gain a deeper understanding of their own STEM research. In addition, the GK-12 program provides institutions of higher education with an opportunity to make a permanent change in their graduate programs by incorporating GK-12-like activities in the training of their STEM graduate students. Expected outcomes include improved communication, teaching, collaboration, and team building skills for the fellows; professional development opportunities for K-12 teachers; enriched learning for K-12 students; and strengthened and sustained partnerships in STEM between institutions of higher education and local school districts.

[4/11/07] At this time, please do not contact the OSP for original proposals routing forms for award set up. OSP is now returning the original routing form back to departments if there are no outstanding issues with the proposal (see below). However, departments will most likely not have original proposal routing forms for proposals currently up for award since we have just implemented this process improvement. OGCA will continue to request proposals from OSP for award set up until we reach the point where departments are more likely to have the original proposal routing form.

 

[3/26/07] Effective immediately: In an effort to more quickly facilitate the award setup process, and as a result of a recent Process Improvement meeting, OSP has changed the routing of original signature documents after OSP review. OSP will return original Proposal Routing Forms back to the units after the proposal has been reviewed. Note that we will only return originals that do not have any outstanding issues, such as:

* missing signatures;
* missing documents;
* outstanding IRB or IACUC protocols; or
* any other issues that necessitate OSP holding on to the proposal.

If we do hang on to a proposal, we will release it back to the unit once the issue has been resolved.

To document the approval, you'll find a bright neon label attached to the back side of the original Routing Form(s) you receive back. The label will look something like this, with Andrew's signature and date:

OGCA will accept this original of the Routing Form with approvals, along with your BRFs for award setup. We hope that this eliminates some of the lag time associated with OSP processing of proposals to be sent down to OGCA. Please note that you probably won't see these right away, since we're just getting started with it.

[2/26/07] The FY08 provisional fringe benefit rates are to be used on proposals for FY08 until we have our final rates, which may not be available until sometime in May. The negotiated agreement will be posted at the SW Cost Analysis website, http://www.alaska.edu/controller/cost-analysis in the near future. [1/04/07] The Office of Research Integrity and the Institutional Review Board would like to invite you to attend "Protecting Research Participants: Past Failures and Ways Forward" - a discussion forum for faculty, staff and students involved in research with human participants. The focus will be on evaluating past research studies that harmed or wronged participants and current best practices for the protection of research participants. Special emphasis will be placed on working with indigenous cultures/communities. The discussion will be led by members of the UAF IRB. Protecting Research Participants: January 18, 2007, 1-3 pm.
