Sick leave and leave share

I've been a UAF staff member for over a decade and over the years, I've heard reference to "a pot of shared sick leave." In other words, when people leave the university any sick leave they've accrued goes into a reserve that can then be accessed by current employees in need. Is this true? If so, how does someone apply and what are the requirements and approval process? If such a reserve exists there must be tens (hundreds) of thousands of sick leave hours "in the bank. However, I've never read about its availability on any UAF website or have heard it mentioned by HR personnel.
