Does UAF still recycle?

This morning behind the Reichardt building I saw a UAF garbage truck empty a clearly marked cardboard recyclables dumpster bin followed by a garbage dumpster bin into the same garbage truck. What's the purpose of having separate bins if this is happening? We make a concerted effort in this building to recycle and it's disheartening to see a full bin of cardboard being tossed into the trash at the collection point.
