Characteristic features of modern historical development are глобализация economy and the internationalization of public consciousness having the tendency to "collective" reason about what in the beginning of XX century academician V.I.Vernadsky wrote.
The Idea глобализации is aimed at the decision of resource, power, ecological and other problems высокоиндустриальных the countries due to natural potential of the third world.
The Basic essence of internationalization considers formation общепланетарной civilizations, rapproachement and dissolution of the nations and peoples, deleting of frontiers (a theoretical substantiation economic глобализации).
Exists also planetary danger of ecological accident. In this case the future of mankind as biological kind remain in hands of the native peoples conducting life in a nature on surburb of a present civilization. " The Detained civilizations " on A.Tojnbi represent special экомиры, having self-recovering properties which were lost with the texnocratic world. The ecological outlook expressed in system of traditions of a survival in an extreme environment, will be claimed in process of deterioration of key parameters of an inhabitancy. Importance of comprehension by each representative of native peoples of a problem(task) of preservation of traditional way and a way of life, adaptable opportunities of an organism and perception(recognition) of technological achievements of modern epoch from here follows.
Reproduction of ethnic consciousness is feasible by two ways - activity of ethnoses and purposeful state actions which begin with acceptance of the certain Law or the normativno-legal certificate(act). In past decade in Russia formation of the block of the Russian legislation, regulating attitudes(relations) in a society with radical small peoples and directed on preservation of disappearing ethnic cultures began. In 1999-2001 years it is accepted three federal laws. Regional нормотворчество outstripped federal. In Republic Saha (Yakutia) for 1992 - 2001 it is accepted parliament of 8 laws, the Government of Republic Saha (Yakutia) and the President over 50 normative documents aimed at support of traditional branches of peoples of the North - reindeer breeding, the hunting and fishing crafts. In the Law on the state budget execution(performance) of these certificates(acts) is fixed by a financial reinforcement under clauses(articles) "Agriculture", the republican target program " Economic and social development of radical small peoples of the North till 2005 ", the Grant of national - spiritual revival of small and disappearing ethnoses.
However within one decade the following problems which life demands are solved, is especial with acceptance of last positions of the Ground code, the Tax code and others:
