MINUTES UAF GOVERNANCE COORDINATING COMMITTEE #47 October 12, 2000 Wood Center Conference Room B I The meeting was called to order at 10:05 a.m. MEMBERS PRESENT: MEMBERS ABSENT: Anderson, B Duffy, L. Banks, S. Culbertson, S OTHERS PRESENT: McCrea, S. Mosca, K. Swazo, N. B. The agenda was adopted as distributed via e-mail. II NEW BUSINESS A. Elect a New Chair After a brief discussion on the history of having the student representative as chair, Stacey Banks was nominated. The vote was unanimous. B. Revision to 2001-02 Academic Calendar The School District has changed their spring break dates for 2001-02 and the University is looking at changing the dates to coordinate with the School District. Faculty and staff have approved the change to the spring break date. However, students were gone for the summer when the change was initially received. The students did not have any problems with changing the spring break dates. However, there are questions regarding the dates for tuition refund. The last day for 100% refund of tuition is Friday, September 14 and the students would like to see this change to the 21st. Also the last day for 50% refund of tuition is Friday, September 21 and the students would like to see this changed to the 28th. The Business Office and Financial Aid will be contacted to see why these dates are set as they are. The motion to approve the change in the academic calendar for 2001-02 was postponed until further information. III GOVERNANCE REPORTS A. ASUAF S. Banks The Coalition of Students Leaders met in Anchorage this past weekend along with the Board of Regents Meeting. Student leaders have been looking at the cost of education, specifically a two year education in Alaska. As of 1998, Alaska is 96% more expensive for a two year degree than the average Western states in the US. The Student Coalition passed a motion that supports the tuition increase for next year, but asked for a tuition freeze for lower division courses for the following year (FY03). This will greatly impact UAA because they offer three lower division courses for every upper division course. UAF administration have already taken steps to lower tuition by eliminating some fees. Scholarships and student aid will be looked at also. Student Coalition has concerns about the information resource regulation and will be speaking with Steve Smith on the issue of student rights and other areas of concern. ASUAF started a Club Council this year. Each club has a representative on the Council, which will decide how the funds are spent. The Lt. Governor's Office approached the Coalition of Student Leaders because the state wants to look at internet voting for elections in the future. Coalition of Students is working on this item jointly with the state. B. Faculty Senate N. Swazo The committees are meeting on a regular basis. Dr. Ted DeLaca at Arctic Research put forth a proposal at the last Senate meeting to create an office of sponsored programs and the creations of a research ethics and integrity committee. The proposal will bring UAF in compliance with the latest draft of Health and Human Services regulations governing research integrity and external funding. All faculty, staff, and students will have to demonstrate competence and knowledge regarding research protocol and guidelines. A recommendation was made to have a test available on the web and all faculty, staff and students involved in research would have to pass and be certified in order to participate in any research program on campus. This proposal is still in the discussion stage. C. Staff Council S. Culbertson Staff Council will meet on October 13 and address an executive summary on staff compensation, as well as the wellness benefits. Mike Humphrey from Statewide Human Resources will discuss the wellness benefits and answer staff questions. Both items will be the focal point of the meeting. IV ANNOUNCEMENTS A. Information Items 1.
