Background
The
Bureau of Land Management (BLM) realty specialist at the Joint Pipeline
Office (JPO) is overseeing permits for development of Oil Spill Containment/Response
sites along the Dalton Highway. Activities will include upgrading/maintaining
pre-existing sites, and adding some new ones. These activities are
required for compliance with the Federal Grant that renewed the Trans-Alaska
Pipeline (TAPS) right of way in 2003 (effective dates 2004 - 2034).
These activities address the Contingency Plan (C-Plan) requirements
in that grant.
Characteristics
of each site vary depending on the scope of the containment activities
that would be required. Some sites simply have a sign. Others are
small, flat areas cleared of overstory brush. More developed sites
include a helicopter landing pad, a Conex box for storage of response
equipment/materials, and may be used in Alyeska spill response training
excercises comprised of up to several dozens of people.
Some
of these sites are in or near core Toolik research areas. We are fortunate
that JPO, BLM & Alyeska consider Toolik science an important activity
on the north slope, and they are willing to consider impacts of these
activities in their planning and implementation.
The
maps below depict the current sites selected for these purposes. Information
on what sorts of development will occur at which sites is forthcoming
from JPO. It will be necessary to interact with JPO regarding site
plans in the following areas:

Toolik Inlet & I-Series
2)
Hershey Creek & Kuparuk River
3)
Oksrukuyik Creek
4)
I-Minus Lakes
At
IAB's request, personnel at the JPO are compiling site-specific development
plan information for all the sites with the areas of concern identified
in the maps below.
Please
examine the map below (click on map for bigger version), and inform
the Toolik Management Team at IAB of any other areas that constitute
a concern for Toolik research.
