SUBJECT: Pets and Animals in University Buildings and on University Property


PETS & ANIMALS IN UNIVERSITY BUILDINGS AND ON UNIVERSITY PROPERTY

PURPOSE: To promote safety, health and hygiene in University buildings and on University property.

OBJECTIVE: To communicate to the University of Alaska Fairbanks community the guidelines and restrictions for pets and animals in University buildings and University property.

SCOPE: This policy shall apply to all University controlled/owned buildings and property used for educational and community purposes, including residential facilities by all faculty, staff, students, and visitors.


I. INTRODUCTION

The presence of pets and other animals on campus is a privilege granted by the University to those who choose to attend, visit or work here. The University reserves the right to establish regulations as necessary to administer the pets and animals policy.

II. POLICY

A. Buildings:

As a general rule, pets and animals are not permitted in University of Alaska Fairbanks buildings except:

  • Animals used in approved teaching, research and clinical activities;
  • Assistive animals for persons with disabilities, or those animals being trained for such a purpose; and
  • Police dogs on duty.

Although there may be emergency situations when a pet may be present on a one-time, short-term basis, the department supervisor must be informed in advance and if he or she approves, adequate steps must be taken to prevent injury or disruption or concern to others at work, including the immediate removal of the pet in the event of legitimate concern or complaints by other employees and/or students.

This restriction recognizes that pets or other animals pose potential issues of disruption in the educational environment such as interrupting other employees at work; health concerns such as transmission of allergens, dander, odors; safety concerns such as risk of aggression, animal bites, scratches, and hygiene concerns such as pest infestation, animal waste, etc.

B. Property:

Pets and animals are allowed on University property under the following conditions:

  • The pet shall be confined to the owner's person, property or vehicle.
  • The pet owner shall be responsible for the immediate disposal of pet waste.
  • While on University property the pet or animal shall be on a leash and accompanied by an individual capable of controlling the animal.
  • Pets or animals may not be tethered to University buildings, structures, motor vehicles, trees, railings, light poles, benches, parking meters, posts, etc.
  • The owner shall assume all financial responsibility for damage to property or injury to individuals caused by the animal.
  • The University has the right to remove from campus property any animal causing problems. Problems include, but are not limited to: incessant noise, harassing or intimidating people, or damaging property.
  • Any animal found wandering loose on University property or in any way detracting from the educational environment will be impounded by the University of Alaska Fairbanks Police Department (UAFPD). UAFPD officers may attempt to contact the owner of the pet or animal but if the owner cannot be contacted after a short period of time, and depending on the climate conditions and the availability of a holding facility, the pet/animal will be taken to the North Star Borough Animal Shelter.

III. RESPONSIBILITY

The responsibility to maintain and enforce the conditions of this policy rests in the hands of each department head and/or supervisor. It is also the responsibility of each pet or animal owner to follow this policy and to respect the rights and concerns of others while on campus property. Any assistance and clarifications with this policy can be obtained from the UAF Police Department and/or Environmental Health, Safety and Risk Management.
