Outside Smoking Areas near Buildings

To Chancellor Joan K. Wadlow
From: John D. Craven, Chair
UAF Master Planning Committee
Date: April 1, 1999
Subject: MPC Recommendation Related to Outside Smoking Areas near Buildings

UAF seeks to minimize the impact of smoking through the designation of smoke-free buildings, but recognizes the need to provide designated smoking areas within reasonable proximity to buildings. At the request of UAF Facilities Services, the Master Planning Committee has drafted the recommendation provided herein.

Recommendation

UAF will provide and maintain proper waste containers at each designated "Smoking Area" The area will meet the following minimum requirements:

  1. The designated smoking area must be clearly identified.
  2. Where possible, it must not be located within 50 feet of any main and/or heavily traveled building entrance and/or exit.
  3. Location and design must follow campus aesthetics guidelines and consider issues of public health. It must be well maintained.

The container and location must meet applicable requirements of the UAF campus fire code, and the container must be designed so as to remain reasonably stationary.

Issue

While the "Trash" recommendation (for which action has not been completed) generated some questions as to the necessity of brings such issues to the MPC, this "Smoking" recommendation has kindled a greater degree of interest in the subject of need. If the existing '91 Master Plan provides insufficient direction in an area for which a campus master plan should provide direction, then the MPC benefits from an observation of its insufficiency and will strive to correct it. The MPC will always benefit from correspondence that clearly articulates an issue and make recommendations as to how the MPC might proceed.

N.B. The date of this action is unrelated to the seriousness of the issue.
