Discussion with Chancellor Rogers
Review of the challenges to produce a new campus master plan: alignment of competing views, reflection of other plans (e.g., TVC, North Campus, AFES).
Views on subcommittees: May not need a separate subcommittee on Circulation & Parking this year; the operations group can focus on more day-to-day issues. Larger 30K foot parking issues should be considered as part of the planning process.
Completion of revised CMP by June 2010.
February Board of Regents meeting: If Fairbanks is the location for the meeting, that would be the best opportunity to present an update on the plan.
A status report to BOR will be appropriate for the December meeting.
Deb asked about the Sustainability Subcommittee.
Chancellor identified a number of sub-issues - curriculum, facilities, etc.; his recommendation that MPC focuses on higher-level issues.
He recommended that a subset of the MPC (perhaps with the addition of one or two others) focus on sustainability issues.
Deb raised concerns about the space analysis, and premature use of the information. The analysis may give incomplete information. Deb suggested we need to consider the quality of the space. Deb also raised the issue of locational problems (West Ridge vs. lower campus). Chancellor Rogers raised problems with the size of our classroom and laboratory space.
He suggested we consider our potential size in 2017; an assumption is our student number will increase by 1000 students.
Joshua Greenberg asked whether distance delivery is considered in space need projections. The Chancellor agreed that demand for space for distance delivery will increase.
Luke offered the Chancellor the map for the new disk golf course.
The Chancellor said we need to be cognizant of campus fringe areas (e.g., Farmers Loop and College Road, Geist Road); we need to think more about our interface and interactions with the community. He commented that how students relate to off-campus space is important; we need to encourage back and forth flow.
Luke pointed out that a large number of people use trails.
Gary recommended that we engage the FNSB with respect to the fringe areas and take into consideration the borough's master plan.
Update on Progress on CMP revision - Jonathan Shambare
Data gathering for the consultants is still continuing. Consideration of how housing and dining will be incorporated.
Perkins+Will Meeting on campus September 28 and 29.
Jenny Campbell has scheduled weekly conference calls with Perkins+Will; they are open to all and Jenny will give notice and dial-in information to MPC members so they may participate in the calls if they wish to.
Perkins+Will meeting on campus again Nov. 15 and 17.
Draft planned for February with final presentation in June.
It is critical that plans be made for whatever form the campus open house sessions take immediately. This cannot be left to the last minute, as there are many things to coordinate.
Facilities Services Update - Jonathan Shambare
ATCOs should arrive on September 14; it may take roughly 30 days to prepare the ATCOs for occupancy.
Joshua Greenberg raised concerns about the tree cutting behind O'Neill for the ATCO unit.
Plan to re-open Alumni Drive by Monday September 15.
Arctic Health renovation: interior demolition work complete.
Test LED street light on Yukon Drive by Butrovitch. One goal is to minimize light pollution.
Campus Master Plan 2017
Perkins+Will were unable to call into MPC's meeting.
Discussion and creation of precincts. Deb asked that we think about how we might define logical zones for planning purposes.
Jonathan asked if definition of precincts would limit flexibility. Deb responded that's up to how MPC defines them.
Subcommittee Report: Campus Landscape and Outdoor Art - Deb Horner
Meeting scheduled for next Thursday. One consideration is the establishment of a birch- grove learning habitat on West Ridge to honor Bob Wheeler.
Subcommittee Report: Circulation and Parking - none
Subcommittee Report: North Campus - Luke Hopkins
Shift from summer activity to skiing use. Luke expects more non-skiing use.
Pooch Loop Trail will be widened.
Chips will be added to areas that received chips before.
A plan to place rock and gravel by Ballaine Lake shoreline has been approved by the Army Corps of Engineers.
Public comments on improvement of trails will be solicited.
Use of North Campus is increasing.
There is a need to refine some elements of the plan. For example, what is appeal process, and when does it apply?
Plan to identify trails map in a glass display case in Wood Center.
Luke described the disc golf course plan for main campus. Annette suggested that some fairways (e.g., 1, 2, and 21) may have to be closed because of competing events, or moved somewhat because of safety considerations. Some holes are on "probation". A risk assessment was completed and will be re-done after 3 mos. Course will open next spring.
Deb asked if there is a fire plan for North Campus. Kathleen responded that open areas are maintained around campus buildings. Luke responded that the Fire Dept. has a fire response plan.
Subcommittee hasn't met recently because of summer travel, etc.
Trails Club has offered funds to improve ski hut (particularly insulation to eliminate the "hot roof" problem). Kathleen has approved defining an improvement plan

Work will start at the end of the UAF and FNSB schools cross country seasons. Plan is to have the work completed by start of ski season around Oct.1.
Update on Old UPark Bldg and Contiguous Lands
FNSBSD is willing to consider re-location of the balls fields if there is a replacement in kind.
Public Comment Period
Kathleen cautioned that a TVC plan for the Old UPark site and contiguous lands shouldn't be approved in isolation.
She also expressed concern that that disc golf course shouldn't inhibit what we do on campus.
