Subcommittee Reports

Campus Landscape and Outdoor Art
Deb will be forwarding John Roe’s name to the chancellor to serve as a subcommittee member. John will assist with layout of the learning habitat areas. Jenny Day has volunteered to lead the planning of landscaping and possible parking lot extension at Ballaine Lake. Kit Duke has been invited to attend the next subcommittee meeting to discuss art on campus. The CLOA would like to see a standing committee for both interior and exterior art on campus. Whether it’s best that such a committee be an MPC subcommittee, has yet to be determined.

Troth Yeddha Park planning continues to move forward.

The possibility for a green spine on campus was discussed, relative to the renewed landscape exhibition at the Museum of the North.

Circulation and Parking
No subcommittee report. Deb is wondering whether there is a need for a standing C&P subcommittee, given the newly established Parking Operations Advisory Committee, which is chaired by Scott McCrea. The consensus of members is if there are no real issues for C&P to address, perhaps it should be dissolved. At this point in time, the MPC will wait to forward suggested members names to the Chancellor until such time as the Advisory Committee completes its deliberations. The final decision may, in fact, be to dissolve the C&P subcommittee, but it is premature to make that decision at this time. Luke brought up UAF’s van pooling program in the 1980’s, as van pooling is being discussed now at the borough level. MPC may address this in the future and the Sustainability Task Force should be made aware of the borough discussions.

North Campus
There’s a second public hearing today at 4 pm at the Patty Center relative to the Yankovich/Miller Hill bike path. MPC members are encouraged to attend or submit comments on-line to DOT.

Luke updated MPC on water sampling at Ballaine Lake. A wetlands permit application will be submitted soon, for a 5 year permit.

Outdoor Days is approaching—850 students are expected. BLM has asked for approval for smokejumpers to land on the potato field, which Luke doesn’t see as problematic.

Knute Kielland’s name will be submitted to the chancellor to fill the member vacancy on the North Campus Subcommittee.

Facilities Services Update
April 16 is the consultant’s deadline on the Master Plan RFP.

Cameron asks that inquires about Skarland or U Park be directed to Facilities Services. The Skarland shower facilities have deteriorated. A consultant and several project managers are evaluating the problem. Skarland will be taken off-line in May after the school year, with plans to convert it to office space. Lathrop will be brought back on-line to house the EDGE program. The west wing of U Park can no longer be heated, so that wing will be closed for the fall, causing relocation of several programs. Cameron discussed the R&R funding backlog and the limited funding expected this year from the legislature. M&R is funded in most states, but not for UAF by the state of Alaska.

Cameron reported on NIH grants Facilities is applying for, including filling the empty space in the AHRB courtyard, build-out of the BiRD and Virology basements, and the new life sciences facility. There is a plan A and plan B for the life sciences facility; plan B is a small building that will likely be next to Elvey (site 3). Which plan UAF will pursue will be known once the legislature finalizes the capital plan.


Energy Building
Cameron distributed materials and reported on the growing ACEP program and its office and lab space needs. Because of the type of research conducted by ACEP, it needs an accessible building separate from engineering, but near campus utilities and CEM. Building sites considered are site 15 (CES), site 16 (by the hazmat building), site 23 (MILR building). Cameron says site 23 is the preferred site, but Cameron asked for MPC’s site recommendation, advising that the only concern with site 23 is parking. Cameron says the LEED certified building will be funded through a combination of bond debt, state funding, and private donations. Life sciences will be moved forward as the only GF request. UAF will likely move forward to bond the energy building this summer, along with site preparation, with the goal of completion by 12/2011. The bug lab will be moved to a temporary location at 1027 Chandalar and then either upgraded or a new facility constructed near the museum (exact location yet to be determined). Deb asks that Facilities use other identifiers to designate building sites, rather than giving new building site designations to existing footprints. Deb asked about surge plans; Cameron gave assurance space will be found for MIRL programs.

Bill Krause moved for MPC’s adoption of the following recommendation; seconded by Gary Newman:

MPC accepts the footprint designation as proposed by Facilities Services for the Alaska Center for Energy and Power (ACEP).

The recommendation was approved unanimously (9 – 0) and will be forwarded to the chancellor for approval.
