Work completed in April 2017

The cool temperatures in March slowed progress slightly from projections. In addition, B&W shipped several key boiler components three weeks late. The missing boiler components were delivered on March 20. Haskell Davis found an alternative construction sequence to reduce the impact. At this time, Haskell Davis has not asked for additional compensation for the delayed deliveries. Items completed in March include:

October 19, 2016

 

  • Foundation construction is 65% complete. The following foundation components have been completed since the last update:
    • Turbine building structural mat
    • Turbine pedestal
    • Exhaust stack structural mat
    • Pipe Bridge pile foundations
    • The remaining foundations will be constructed in spring/summer 2017
  • Approximately 1,800 tons of structural steel has been erected and is approximately 60% complete.
  • Boiler ductwork and steam drum has been staged in the building for future installation.
  • Exterior wall panel installation has begun with installation of the supporting girts.
  • The pipe bridge fabrication in Bellingham, WA is complete and sections are being shipped to the site.
  • Major equipment deliveries have been ongoing and will continue through Spring 2017. Equipment received since last update:
    • Boiler ductwork and tubing
    • Multi clone separator
    • Turbine
    • Generator
  • Equipment procurement is nearly complete. Purchase orders have recently been issued for:
    • MV and LV switchgear
    • Motor control centers
    • DCS control system
    • UPS power system
    • Condensate polisher
    • Variable frequency drives
  • Work Package 4 design review is complete and final drawings will be submitted at the end of October 2016.
  • Work Package 5 design review is scheduled for December 2016 with final drawings issued in late January 2017.
  • Construction activities will continue through the winter of 2016-2017.

July 21, 2016

  • Foundation construction is progressing.  The following foundation components have been completed:
    • Boiler building basement structural mat
    • Baghouse building structural mat
    • Turbine piles
  • Work Package No. 3 (WP3) was awarded on June 13, 2016 for $37,331,000.  The scope of WP3 consists of boiler building and baghouse building installation, including structural steel.
  • The boiler building basement structural steel was installed as well as the first floor slab.  The concrete was placed on July 1.
  • Current activities on site include:
    • Turbine building foundation prep
    • Baghouse building structural steel erection, structural steel is at 50% completion
    • Vibratory Compaction
    • Coal and Limestone Silo assembly
  • Boiler building steel is scheduled to begin on August 20.
  • Major equipment deliveries have started and will continue through Spring 2017.
  • Equipment received so far includes:
    • Coal & Limestone Silos
    • Mud & Steam Drums
    • Deaerator Tank  
    • Economizer
    • Misc. Piping and Boiler Parts
  • Equipment Procurement is in progress for electrical equipment and miscellaneous pumps and valves.
  • The general sequence of work for the remainder of summer/fall 2016 is:
    • Turbine building slab (4' thick)
    • Start boiler erection simultaneously with steel erection
    • Pipe bridge pile foundation
    • Utilidor construction
    • Building envelope
  • Work Package No. 4 and 5 design review is underway.
  • Construction activities will continue through the winter of 2016-2017.

February 23, 2016

  • Construction for Work Package No. 1 was completed in September, 2015 and was under budget.
  • Equipment Procurement activities in Work Package No. 1 are continuring.  Purchase Orders were issued for the following equipment:
    • Material Handling System
    • Ash Handling System
    • Boiler Feed Pumps
    • Feedwater Heater
    • Deaerator Tank
    • Exhaust Stack
    • Auxiliary Cooling system
    • Vertical Turbine pumps
  • Procurement is in progress for electrical equipment and distributed control system
  • Work Package No. 2 was issued on January 29, 2016 for $31,791,000.
  • The scope of work for Work Package No. 2 consists of the following:
    • Project General Conditions through 2017
    • Boiler and turbine building foundations
    • Turbine building steel
    • Exterior enclosure for boiler and turbine buildings
    • Final site grading
    • Railroad track replacement
    • Pipe bridge
  • Ground thawing is in progress and foundation construction will begin on February 29, 2016.
  • The general sequence of work for summer/fall 2016 is:
    • Structural mat for boiler basement (5' thick)
    • Basement walls
    • Basement steel and first floor
    • Turbine and baghouse slabs (4' thick)
    • Boiler building structural steel
    • Start boiler erection simultaneously with steel erection
    • Building envelope
  • Construction activities will continue through the winter of 2016-2017
  • Major equipment deliveries are in Fall 2016 through Spring 2017

July 7, 2015

  • The project was rescoped during the period of February 2015 to April 2015 to fit within available funding. The primary scope changes were:
    • Changing from two 140,000 lb/hr boilers to one 240,000 lb/hr boiler
    • Deleting the administration wing
    • Deleting the parts storage warehouse
    • Deferring utilidor construction
    • Relocating the coal unloading facility to the north side of the facility
  • A new boiler contract was signed on June 2, 2015, with Babcock & Wilcox Power Generation Group for $30,807,873.
  • A new steam turbine contract was signed on June 21, 2015, with Shin Nippon Machinery for $6,707,260. The new extraction steam turbine is sized at 17MW.
  • Construction Work Package No. 1 was signed on June 24, 2015, with Haskell/Davis JV for $44,172,298. The Work Package No. 1 scope consists of:
    • Site excavation and backfill
    • Deep vibratory compaction
    • Parking lot construction
    • Equipment procurement including material handling system, ash handling system, exhaust stack, pumps, valves and electrical equipment
  • Site construction activities started on July 6, 2015
