What does OGCA do?

  • Provide information about federal, state, and private funding regulations;
  • Negotiate award terms on behalf of the University;
  • Compliance reviews;
  • Desk audits;
  • Provide support to UAF constituents for all post award activities;
  • Setup of new accounts, budget revisions, and preparation of bills to funding agencies;
  • Accept awards and ensure they are administered consistently with sponsor and BOR policies;
  • Mediated the award process;
  • Act as a liaison between the University and sponsors concerning award issues;
  • Work with faculty and staff to solve award problems; and
  • Provide training to faculty and related staff on award related issues and regulations.


OGCA Review

OGCA is responsible for ensuring compliance with all applicable federal, state, and university regulations and policies related to sponsored projects.   These areas of compliance include but are not limited to:

  • Code of Federal Regulations- 2 CFR 215, 2 CFR 220

  • Federal Acquisition Regulations

  • University of Alaska Board of Regents' Policy and UA Regulations

  • OMB Circulars

  • Agency Specific Regulations

  • Program Regulations

  • Award Special Terms and Conditions.

General Contents of an Award

  • Structure: basic terms and conditions with attached work scope and budget

  • Payments: scheduled

  • Budget: including indirect cost (overhead)

  • Rights in patents and other intellectual property

  • Publication rights
