The UAF Faculty Senate moves to confirm the membership of the 
Faculty Appeals Committee consisting of one tenured faculty 
member from each college/school, who serve staggered two-year 
terms.  Committee members shall serve as a hearing panel pool to 
serve as needed on Grievance Hearing Panels.  

A Promotion/Tenure Appeals Subcommittee composed of five faculty 
will hear all promotion and/or tenure reconsideration requests and 
report its findings to the Chancellor according to University of 
Alaska Fairbanks Regulations, Section IV, B. 4.

The UAF Faculty Senate passed the following at its Meeting #51 on 
September 19, 1994:


RESOLUTION PASSED (unanimous approval)

WHEREAS, program assessment has so far been conducted separately 
	within individual units of the university, and 

WHEREAS, the purpose of program assessment is to more sharply 
	define the university's overall priorities in a time of declining 
	budgets,

THEREFORE BE IT RESOLVED, that the Faculty Senate urges the 
	Chancellor to appoint a campus-wide program assessment 
	committee that includes faculty representation from those 
	groups conducting the separate reviews for academic 
	programs, student services, administrative services, and 
	university relations.  The charge of this committee would be 
	to make an integrated recommendation for the university's 
	next step in program assessment, and

BE IT FURTHER RESOLVED, that this committee carry out its 
	deliberations beginning on October 24, and submit its 
	recommendations to the chancellor no later than October 31.


RATIONALE:    The piecemeal process by which assessment has so far 
	been conducted creates an illusion of across-the-board cuts, 
	which are exactly what program assessment was designed to 
	avoid.  Regents' policy on program assessment does not provide 
	any guide to the integration process or its timing, although it 
	allows for advice from governance and other groups.  Our 
	advice is to allow faculty familiar with the earlier stages of 
	assessment to provide significant input in the integration 
	phase.

The UAF Faculty Senate moves that recommendations to transfer 
programs from B list to the C list for a more exhaustive analysis 
must be:

1.	Submitted by 2:00 p.m. September 21 via VAX to the 
	Governance Office.

2.	A written rationale must accompany each recommendation.

3.	Approved by a 2/3 majority of the Faculty Senate in its 
	meeting on September 22 at 4:00 p.m.
