The UAF Faculty Senate moves to ratify the constitution of the new 
University of Alaska Governance Council which will replace the 
General Assembly as the systemwide governance organization.  When 
ratified, the new constitution will be placed before the Board of 
Regents for approval as a replacement for current Regents' Policy 
03.01.01, which is the constitution for the current General 
Assembly, and through which local governance groups are authorized.

The UAF Staff Council approved the following at its meeting #49 on 
December 4, 1992:

MOTION PASSED AS AMENDED (1 nay, 1 abstention)

The UAF Staff Council requests that UAF ban smoking in all non 
residential buildings owned or leased by the University of Alaska 
Fairbanks and in all motor vehicles owned, leased or operated by the 
University of Alaska Fairbanks.  The Staff Council further moves 
that Personnel Services schedule several smoking cessation 
workshops in place of other proposed training sessions.  Finally, the 
Staff Council requests that the Chancellor use the powers of her 
office to encourage all smokers who desire to quit smoking to attend 
smoking cessation workshops, form support groups, and seek 
medical assistance.
 
	EFFECTIVE:  	Chancellor's Approval

	RATIONALE:	Tobacco use results in significantly higher 
		health care costs (18% higher than non-smokers), 
		absenteeism, and mortality.  A division of Dow Chemical 
		found that smokers average 5.5 more days of 
		absenteeism and 8 more days of disability leave each 
		year.  Tobacco use kills more than 360,000 Americans 
		annually.  Passive smoking (smoke breathed from other 
		people's tobacco products) kills up to 53,000 Americans 
		annually.  Tobacco users drive up health and fire 
		insurance rates, and building maintenance costs from 
		cleaning and equipment replacement.  Finally non-
		smoking employees are winning lawsuits from their 
		exposure to second-hand smoke.  For example, a non-
		smoking waiter in California recently received an 
		$85,000 settlement in a workers compensation case in 
		which he claimed his heart attack was caused by other 
		people's cigarette smoke.  Reducing the amount of 
		smoking by UA employees is one of the most cost 
		effective ways to cut the skyrocketing costs of health 
		insurance at the University of Alaska.

The UAF Faculty Senate moves to accept the Peer Review Unit for 
the School of Education as follows:

		School of Education - 4 tenured faculty, augmented with 
			faculty from Anthropology (2) and Geography (1)


	EFFECTIVE: 	Immediately

	RATIONALE:	UAF regulations state that the Senate is to 
		give overall approval to those units which have been 
		augmented or combined.  The peer review group for the 
		School of Education requires augmentation as there are 
		currently only four tenured faculty members.

RESOLUTION OF APPRECIATION for GRACE BERG SCHAIBLE
WHEREAS, Grace Schaible is a graduate of the University of Alaska Fairbanks, having earned a Bachelor of Arts degree in History and Political Science in 1949; and WHEREAS, Grace Schaible has been a major supporter of the University of Alaska Fairbanks and has made innumerable contributions to this University; and WHEREAS, Grace Schaible is co-chair of the Leadership Committee of the University of Alaska Fairbanks fund-raising campaign; and WHEREAS, Grace Schaible is serving on the Strategic Planning Leadership; and WHEREAS, Grace Schaible served on the University of Alaska Fairbanks Alumni Association Board of Directors from 1971- 1979; and WHEREAS, Grace Schaible is a lifetime member of the University of Alaska Fairbanks Alumni Association and in 1992 was presented with an Alumni Achievement Award for university support; and WHEREAS, Grace Schaible served on the University of Alaska Foundation Board of Trustees, and was a founding member of the Museum Endowment Board; and WHEREAS, Grace Schaible served as general counsel to the University of Alaska; and WHEREAS, Grace Schaible served on the University of Alaska Board of Regents from 1982-1986; and WHEREAS, Grace Schaible served as state attorney general from 1987-1989; and WHEREAS, Grace Schaible is a respected attorney and well known business and civic leader, and continues to make important contributions to the state of Alaska NOW THEREFORE BE IT RESOLVED, That the Faculty Senate of the University of Alaska Fairbanks takes great pride in the success and civic leadership of its graduate Grace Schaible; and THEREFORE BE IT FURTHER RESOLVED, That the Faculty Senate, on behalf of the faculty of the University of Alaska Fairbanks, extends its sincere appreciation and gratitude to Grace Schaible for her outstanding generosity and numerous acts benefiting the University and the state of Alaska. Consistent with this expectation, the Faculty Senate urges that all professional judgments be based on qualifications, abilities and performance. Attitudes, practices, and preferences of individuals that are essentially private in nature and that are unrelated to performance should provide no basis for judgment.
