The UAF Faculty Senate moves to reconstitute the Task Force on 
Administrator Evaluation for the purpose of reconsidering the 
administrator evaluation proposal dated May, 1990.  The committee 
is directed to take under advisement Chancellor O'Rourke's 
comments in his veto of the proposal and to solicit and consider 
additional faculty input.

The committee will report their recommendations to Faculty Affairs 
by October 26, 1990.


	EFFECTIVE: 	Immediately

	RATIONALE:	The Chancellor's comments address specific 
		issues that suggest a substantive review of the Senate 
		motion, which the original committee is better able to 
		provide. Furthermore, in the interests of expediency as 
		well as to ensure their cognizance, the full faculty 
		should be apprised of the review and afforded the 
		opportunity to provide direct input.

In recognition of the University of Alaska's commitment to providing 
equal  educational opportunity, all members of the university 
community responsible  for the selection of textbooks and 
educational materials are expected, in the  absence of an explicit 
educational objective to the contrary, to avoid the  use of textbooks 
and educational materials which reflect bias toward or  against any 
person or group of persons based on their sex or minority status.

The UAF Faculty Senate moves to approve the following amendment 
to Article VIII, Section 2 of the General Assembly constitution, 
Regents' Policy 03.01.01.

To change Article VII, Section 2 of the General Assembly 
constitution, Regents' Policy 03.01.01 to read as follows:

"Amendments to the constitution shall be approved by a majority 
((vote of each)) of the local constituent bodies, EXCEPT THAT ANY 
AMENDMENT CHANGING THE MEMBERSHIP RIGHTS OF ANY MAU SHALL 
REQUIRE A MAJORITY VOTE OF EACH OF THE LOCAL CONSTITUENT 
BODIES."

	RATIONALE:	The amendment, if approved, would remove 
		the veto power of a single MAU regarding amendments to 
		the constitution of the statewide governance 
		organization, the General Assembly.  The only exception 
		is that three MAU's could not force out the fourth MAU in 
		terms of membership.  This amendment would also 
		provide for the three academic MAU's to join together and 
		forward actions to the Regents without having the non-
		academic MAU block the actions.

The UAF Faculty Senate moves to nominate Tim Tilsworth, 
Professor, Environmental Quality and Engineering Science, School of 
Engineering, as chairperson of the UAF Chancellor Search Committee 
and to forward the nomination to President Komisar.

	RATIONALE:	Dr. Tilsworth has consented to be nominated 
		as Chair of the UAF Chancellor Search Committee.  Dr. 
		Tilsworth is a tenured professor with twenty years of 
		UAF experience.  He has been active in faculty governance 
		at UAF and at the statewide level.  Dr. Tilsworth has had 
		many leadership positions at the University and in 
		faculty governance.  His concern for broad faculty issues 
		is well established.  Dr. Tilsworth's demonstrated 
		leadership and commitment to University service give 
		confidence that he would be an able and dedicated chair 
		of the search committee.
