Direct Grants to Educators is possible because of a partnership between the University of Alaska Fairbanks-College of Rural Alaska (CRA) and the Cooperative Extension Service (CES). Funds to support this partnership are part of the U.S. Department of Agriculture's Higher Education Program. USDA intends this program to address the preparation of rural students for higher education needs within a broadly defined arena of food and agricultural sciences related disciplines. Institutions participating in this program are given the latitude to define applicable "food and agricultural sciences" related disciplines appropriate for their state. In addition to the more commonly associated fields of agriculture, food and fiber, renewable natural resources, forestry, aqua-culture, veterinary medicine, family and consumer sciences, home economics, nutrition and dietetics, and other higher education activities and fields of study related to the production, processing, marketing, distribution, conservation, utilization, consumption and development of food and agriculturally related products and services, Alaska has expanded this list to include those "customary and traditional uses of fish and wildlife and other renewable resources for food, clothing, shelter and handicrafts." Using this definition of subsistence from Title VIII of the Alaska National Interest Lands Conservation Act (ANILCA), CRA identifies "subsistence agriculture" as a term that is inclusive and relevant to encompass the traditional cultural, economic and social uses of natural resources in rural Alaska. Note - USDA does not provide funding for mining education, extraction of minerals, and/or exploration as it does not consider the extraction of minerals to be a "renewable resource."
